A Special Load Permit is a document issued to a transporter to authorize transportation of a load which is indivisible and the dimensions of which exceed the authorized dimensions of the vehicle on which it is to be loaded.

You can obtain a Special Load Permit by submitting an application to UNRA by accessing https://online.unra.go.ug. It can also be accessed through UNRA website https://www.unra.go.ug. After submitting, UNRA officials validate the application and if it meets requirements, a recommendation is sent to the Ministry of Works where a permit is issued.
An applicant is required to first register as a Transporter on the Online Application System, make a payment assessment for a Special Load Permit or Special Purpose Vehicle through ura.go.ug, pay the assessed permit fees at a bank of his/her choice, and then submit the complete application form with an attachment acknowledging payment of a permit fees i.e. a payment slip bearing a bank stamp..
A Multiple Trip permit valid for 30 days costs 20 USD while a Single Trip permit valid for 10 days costs 10 USD.

A transporter commits an offence if he/she fails to comply with a condition of permit issued and is liable to a fine not exceeding two hundred currency points or imprisonment not exceeding twenty-four months or both. Where a transporter repeatedly fails to comply with conditions issued in a permit, the truck or load is liable to forfeiture.

Not all cargo carriers are required to have Special Load Permits. A cargo carrier is only required to have a Special Load Permit if it is carrying an indivisible load or a load whose dimensions exceed the permissible vehicle dimensions that is, 4.30 metres in Height, 2.65 metres in Width, and 22 metres in Length.
The Vehicle Dimensions and Load Control Regulations 2017 only grant authority to the Hon. Minister of Works & Transport to permit vehicles carrying special loads to use national roads. The same regulation only requires the Uganda National Roads Authority to recommend an application for grant of a Special Load Permit upon confirming the applicant meets the conditions of transporting a special load and has paid the relevant fees as stipulated in the regulations.
